There is a copy of her Marriage Cert to Stephen Frost on Ancestry and it states ' Father Unknown'.

George Augustus Potter, porter at the Union Workhouse, was summoned for misconducting himself towards Clara Margerham, an inmate of the Workhouse, on the 21st of July last.

As previously said it's possible her birth wasn't reg as it wasn't compulsory before 1875

i have marriage certs and death cert for clara, and birth death and marriage for elizabeth, but cant find claras birth
