Trying to find Eunice Constantine

My father-in-law, Fred Jones born 23 Oct 1927, mother was Gladys Constantine. He had a sister Eunice born 24 Sept 1928.
Their birth certificates show ,father - James Robert Jones but in the margin there is a note 'adopted' signed by the Registrar. The GRO cant explain it. Perhaps they were Gladys' children and were adopted by Robert Jones?? The address was Rochdale Road, Royton, Oldham. Father-in-law remembers the 2 of them being in children's homes. He lost touch with Eunice when he joined up for the war. He remembers uncles Billy, Tom and Fred and Aunts Flo and Ada. Grandfather worked for Oldham Electricity company.
