marriage records

I have searched various local registry offices also checked with the GRO and free BMD for a marriage record to no avail. Are there any other places that a couple would marry without it being shown in the records or am I to assume that the couple just called themselves husband and wife? On the second marriage of the man ,when his wife was deceased, the certificate showed him as a widower.
